William B. Schnapp, Ph.D.

Biography:

William Schnapp has been involved in the development and delivery of mental health and mental retardation services for more than 40 years. He is a past member of the Texas Board of Mental Health and Mental Retardation and past Chairperson of the Texas Council on Offenders with Mental Impairments. Both of these positions were gubernatorial appointments. He was the Chairperson of the Mental Health Needs Council from 1994 to 2008.

Dr. Schnapp teaches Community, Administrative, and Forensic Psychiatry, Health Policy, and Ethics. He has current faculty appointments at The University of Texas Medical School at Houston, The University of Texas School of Public Health, The Baylor College of Medicine, and the University of Houston. He is the author of numerous publications and has written and produced two documentary films.

Currently, Dr. Schnapp continues to teach and is the Director if the Mental Health Policy Analysis Collaborative. He has been the recipient of awards for advocacy, community leadership, and excellence in teaching.
